A Socio-Legal Study of the Change in the Institutional Practices that Regulate Generational Relations in Child Welfare Social Work
This research aims to conceptualise the current changes in the social-generational order at the intersection of childhood, adulthood, criminology and the trajectory of socio-legal interventions. It aims to illustrate how the regulating institutional practices, especially social work with children, have changed since the 1970s. The result is a cluster of chains of argumentation that deal with the recent care vs. control shifts in the practises and positions of child welfare social work, and to interpret these practices through innovative concepts. The research interest is mainly sociological and historical. The purpose is to meet three current challenges in social work research and childhood study:
1) the undeveloped theorisation of the ongoing and past changes in the institutional practices that regulate “problem children”;
2) the lack of knowledge with regard to these ongoing changes of child policy - also from the child’s point of view, and
3) to strengthen the field of socio-legal studies in social sciences and post graduate training in the socio-legal matters of social intervention aimed at children and their families.
The proposal is carried out by the research group I am leading 2005-2010 whose members are comprised of researchers of various levels of expertise, and two other research groups on the present governing of childhood, all partially funded by the Academy of Finland. The research group has a number of international links, both theoretical and methodological, to various fields of study including childhood study, criminology, and social and criminal policy with a strong interest in multi-disciplinary researcher education.
My research proposal will empirically explore the shift in care vs. control, which has taken place in Finnish and also in European child welfare social work. Over the years 2008-2010, my main task will be the final reporting over of the results of the individual research projects. This means that I will be taking the lead in the project's conceptual development and in bringing the individual projects together in the co-authored, comparative international and national publications produced both by the group and jointly with some of the senior research partners.
