Compensations

The grading value of the course is 2 study points and it will replace either Graziano Paolo & Vink Maarten (eds.): Europeanization. New Research Agendas or Berglund Sten & Ekman Joakim & Vogt Henri & Aarebrot Frank (eds.): The Making of the European Union. Foundations, Institutions and Future Trends.

The remaining credits of the study unit are to be completed in the form of a book exam within six months, at the latest, after the date of the course completion.

Target group/Course level

The course is targeted for at minimum students holding Master’s degree in World Politics and Political Science. Students with background in European Studies are especially welcome.

Objectives

Global challenges such as terrorism, transnational organized crime, illegal migration, intertwined with the complex dynamics of integration on the European continent, spurred development of the EU internal security space. The tempo of cooperation between EU member-states under the aegis of Justice and Home Affairs (JHA) has been unprecedented within the last decade. Various common JHA policy institutions and mechanisms appeared, undermining long-standing national concerns about the priority of nation-states in matters of law enforcement and migration control. Schengen, Europol, Eurojust, FRONTEX and other JHA institutions are not only oriented at providing internal security on a European-wide level, but are also contesting for their own role in the crowded EU policy-making space. This course aims at equipping students with basic knowledge of evolution of the European integration in Justice and Home Affairs. The course examines impact of the global challenges and threats on the progress of internal security landscape in the EU, delves into division of competences between national and European levels in the JHA field, and addresses external dimension of JHA policies during the enlargement.

The most important JHA policy fields – immigration and asylum, police, customs, and judicial cooperation – are addressed. The key questions to be answered during the lecture series are what kind of political values stand behind the JHA development and how the latter influences the overall strategic culture of the united Europe.

Compulsory lectures, discussions during the lectures, two exam questions.

The course work will be graded on a scale from 0 to 5.

The exam retake will be held Mon 17.5. at 10-12, Unioninkatu 37, room 1014 (yleisen valtio-opin kokoushuone). Prior registration for the exam retake between 6.-13.5. in WebOodi. Don't mind if WebOodi informs you that you have already taken the course.
