Eskelinen Anne

Non-proliferation of nuclear weapons: Power politics and control of proliferation (1994-1995)
I led the project focused on the problems of non-proliferation system and the politics of most important countries concerning the new challenges of question. The project was done together with the Finnish Foreign Ministry (FIM 20.000).
Effects of international crisis management and norm control activities in the former Yugoslavia and their lessons in view of the Developement of the European security system (1996-97)
The first phase of the project consisted of the study relating to the activities of international organizations in the former Yugoslavia and the second one the role of the OSCE in the implementation of the civil sector of the Dayton Peace Agreement. Mr Janne Heiskanen (MSS) was as a reasearch fellow in the project, and the reports were written together. The project was financed by the Finnish Foreign Ministry (FIM 245.000).

Heiskanen Ilkka
Professor
The European Orientation of the Intellectuals and the Intellectual Prerequisites for pan-European Intellectual Co-operation (1993-96). This project was initiated in 1994 as a pilot project financed by the Academy of Finland (80 500 FIM). After this pilot project (reported in an article in World Futures), the research was continued in two directions: as the dissertation research of Pasi Saukkonen (comparative study of Finland and the Netherlands) and as my own work as a member of the European Task Force. The pilot study report was published in World Futures, Saukkonen's dissertation is now being refereed (for "painatuslupa") and my own work in 1996 in the collective report by the Task Force ("In from the Margins", the European Report on Culture and Development). My main individual research contribution there was the elaboration of the scenario technique for the report and writing the Appendix on Cultural Statistics and Indicators. For this work some of the material and research costs (about 25 000 FIM), and the travel costs to the meetings were paid by the Council of Europe.
Evaluation of Finnish cultural policies (1992-2000). This project was carried out already in 1992-1993 and it produced the report "Cultural Policy in Finland". It was financed by the Finnish Ministry of Education and the Arts Council of Finland. The draft version served as a source of information in an evaluation process carried out by a European expert panel, the final version was published in 1995 in English and in French (see my list of publications). The project was revived in the summer of 1998, as I prepared a background paper for the Finnish Ministry of Education on the present economic situation and managerial strategies in the Finnish national cultural and art institutions (to be published by the Council of Europe). The Ministry provided most of the material and paid material and labour costs for two months (38 000 FIM). The report serves now as a pilot study for a medium sized project (about 400 000 FIM) that has been offered by the Central Arts Council to be carried out by our Department.
Political psychology and political judgement (1994-99). This is a "class-room" project started already in 1994 and still goes on. It will produce a textbook of political psychology and a case study compendium on psychology of politics and political judgement. The draft texts and case studies have been worked out on the basis of student feedback and their case study analyses. This project has no outside financing; it will end in December 1999.

Conflict Transformation Working Group (1994-)
Under my leadership the group has focused on the problems of conflict settlement from the perspective of conflict transformation as defined by my predecessor professor Raimo Väyrynen in his 'New Direction in Conflict Studies' (Sage, London 1991). The group has acted as a framework of post-graduate research training in international conflict issues at the department, so that research progress reports have been presented to the post-graduate seminar and some post-graduate students have been employed by the group. The group has completed three research reports for the Finnish Foreign Ministry (One for the Department of Political Issues and two for the Department of International Development Cooperation; FIM 750.000), one for the United Nations University's World Institute of Development Economics and one for the United Nations Institute for Disarmament Research (altogether FIM 150.000). In addition to research reports for the administration, each project has resulted in scientific publications (see below, and also: Auvinen & Kivimäki, Politikon, South African Journal of Political Science Nov 1999; Kivimäki, Lehtinen & Laakso, UNIDIR research reports 1999, forthcoming; Auvinen & Kivimäki, in Nafsiger, Steward & Väyrynen: Humanitarian Emergencies, Oxford University Press, forthcoming).
Processes of International Negotiation (1994-)
PIN is an international project, based in the IIASA, Austria, led by Professor William Zartman. I have contributed to four of this group's book projects, twice with an article (in Zartman: Power Assymmetry and International Negotiation. Michigan University Press 1999, forthcoming, and in Gunnar Sjöstedt & Winfried Lange: Professional Culture and International Negotiation. Forthcoming), Once with a collective article (by more than 10 people, edited by Guy Olivier Faure: Negotiation Stories, forthcoming), and once as a commentator.
Finland's foreign policies (1995-)
The project has been concentrating on Finland's foreign policies in general and particularly in relation to the Northern areas and the EU. The EU dimension of the project has been linked to two German projects, Forschungsgruppe Europa's (Univ. of Münich) Jahrbuch der Europäischen Integration (article from 1995, 1996, 1997 and 1998) and Tübingen project on the Intergovernmental conference (article in 1997).

Change towards a new idea of governance (1994-)
The
project consists of two main themes: Firstly, conceptual research on historical
change of the Finnish word and concept 'hallitseminen' ('rule' in English,
'Regierung' in German, and 'regera' in Swedish) and vocabulary that comes
close to it, 'hallitsemissanasto' in Finnish, comprising Finnish words
like 'hallitus' (government), 'hallinto' (administration), and 'hallinta'

of Tampere). Secondly, theoretical and empirical research on the changes
of the idea of governance in connection with the ongoing reorganisation

Criticism of politics, political detachment and the possibilities
of new right-wing populism or radicalism? (1994-)
The three themes to be analysed are: (1) The problems of political consent
and voluntary engagement versus criticism and disengagement. (2) Criticism
of politics, political detachment and the possibilities of right-wing populist
or extremist movements. (3) Right-wing populist or extremist movements
in Finland? The project has been financed by the Finnish Academy (FIM 572.000).

The project was led by Richard S. Katz (John Hopkins University) and Peter Mair (University of Leiden). The project, including twelve nations, has produced two volumes published by Sage in 1992 and 1994.
Women and Politics in Scandinavia (1994-95)
The project was led by Lauri Karvonen (Åbo Akademi) and Per Selle (University of Bergen) and it has publishe one volume at Dartmouth Press in 1995.
Finnish Voter (1994-95)
The project was led by Risto Sänkiaho (University of Tampere) and it has published one volume by the Finnish Association for Political Science in 1995.
Political Parties in Europe: a Cultural Typology (1996-1998)
The project is led by Guy Hermet (Centre d'Études et de Recherches Internationales, Paris) and Daniel-Louise Seiler (Université de Lausanne). The project has published one volume on the political culture of party organisatins in French in 1998.
Melting the Frozen Party System in Scandinavia (1997-2000)
The project is led by Jan Sundberg (University of Helsinki) and financed by the Nordic Council of Ministers (DK 1.200.000). The work is done together with national specialists from Denmark, Norway, and Sweden. The first results will be published in 1999.
Party and Electoral Systems in the Nordic Countries (1998-)
The project is led by Bernard Grofman (UCLA Irvine) and Arend Lijphart (UCLA San Diego).
Political Parties in Advanced Industrial Democracies (1998-)
The project is led by Paul Webb (Brunel), and Ian Holliday and David Farrell (both from Manchester).

Evaluation studies (1994-)
Twenty projects 1994-1999, all commissioned by ministries and agencies, covering both evaluation and comparative research. Most important of these have been three evaluation studies, co-authored with dr. Markku Kiviniemi, on administrative reforms in 1987-1995 (FIM 300.000 as part of an evaluation programme financed by Ministry of Finance) and an evaluation of state employee and personnel policy co-authored with Timo Moilanen et al. (Ministry of Finance, FIM 390.000). Comparative studies, written by Leena Juvonen, have dealt with ministries and ministerial sectors in the EU-member countries (Ministry of Finance, Ministry of Trade and Industry, Ministry of Interior and Ministry; altogether FIM 320.000).
Public Service Reform (1993-)
Working group of IASIA, lead by John Halligan (University of Canberra), was established in 1993 for the review of the experiences of public service reforms in different countries. Papers of several conferences has been published in Public Service Reform (see Temmes 1998 below).

Results-Oriented Management and Images of Organisation in University: Hierarchical Management and Academic Freedom in University Departments (1995-96). The purpose of the study is to analyse the contradiction between the goals of results-oriented management thinking and the academics' conception of the principles that govern their motivation, career promotion and 'rules of the game' in the departments of Finnish universities. The study is based on 60 interviews of all categories of academic staff in ten departments of different universities and disciplines. Together with dr. Hilkka Summa. Leadership Culture, Performance, and Change - A Follow-up Study of Reforming Finnish Public Agencies in 1995-98 (1995-99). The purpose of the study is to describe the generality of results-oriented management (MBR) and the nature of leadership culture in public agencies, to analyse the connections between the elements of MBR and the leadership culture, and to describe the change related to these elements. MBR and leadership culture is studied in 17 public agencies, all financed by state budget. The data include key documents, interviews of key managers and survey data. Surveys are conducted on annual basis with panel design, the first being carried out in 1996. They cover the whole personnel of each agency (with minor exceptions), the total being about 4300 persons. The final report will be published in 1999. Ministry of Finance FIM 551.000.
